Upgrades question

Hello all i am new to this awesome game and i have a question like you can see on title.
I have Helicopters in game as my friend dont, we started this game together, well regard to that i have upgrade that cost 16500 SP and i didnt have that much and i think i didnt upgrade that at all. Is this bug?:noidea:
