Naval Commander attack/defence bonueses not working?

So I've been using naval commander and noticed that I do not recieve the attack/defense bonus of two for say a battleship. The cost is decreased, the movement is increased, even the info says the battleship should have an attack of 11 but when I actually buy the battleship, if I look at the stats, it still says attack/defence 9/7. does this happen to anyone else and is there anyway to fix this?

It says 9/7, but in battle phase it calculates as if your attack was 11, don't worry about that it shows the basic att/def, not the buffed one, that's the problem.
