[Blitzkrieg] Stop making militia come with the stack

Sorry, this is a silly change: I want to be able to click and drag the "normal" units from a city (infantry and tanks) without having to seperate them from the militia. This only happens for Blitzkrieg. It's stupid, since militia STILL have smaller ranges than infantry and tanks.
