Peace requests to other players are not received

I play only casual games;
I routinely send out peace requests and the other players don't get them;
sometimes they do but half the time or more, they don't

I verified this by sending test peace messages to players that R very trustworthy
most of the time they never received them;

other times; I asked players to send a peace request to me; the majority of the
time I did not receive them;

people are not lying to me about this; other trustworthy players have experienced
the identical bug; happens only in casual games

This could be your exact issue. To elaborate, when any single troop attacks any single troop or city of another player then the peace sent by either side will not be received by the player intended to receive. Try playing asking for peace with a player on the other side of the map say 5 times, and see how many times it goes through. It should work 5/5 times if this is your issue.
