Probably some weird merging of battles that dragged your ship somewhere it shouldn't go. Will be hard to reproduce though. I'll leave this open...

This happens when you move your transport into land and get it really close to the city. I have the highest success rates ~80% doing this with albania (and maybe other balkan countries).
In the screenshot I get the transport as close as possible to albania in the land.

You get the transport into a non-port city.
You can move it like it's a port city.
You can do it with even countries where it's impossible to get your transport back out

I think it's also because cities hitbox are bigger with a general inside

Wow, that's crazy.
Thank you WD for the screenshots. That makes it very clear.
Maybe what I need to do is add a conditional to whatever code watches the hitbox... to check if the city is a port or not, before deciding to allow a sea-based stack in. If I can find wherever that is....
