Partially true: EU obligations and regulations are outright communistic (not any different than in USSR). Entrepreneurs and capitalists are definitely struggled to death(read:bankrupcy).
But when EU 'fund' eastern europe, they fund mainly roads, so they can transport goods from west to east and make profit, nothing else. Thins havent changed since colonial times, its still predatory imperialism, just softer form.

It's not even that, it's just that they're too advanced and hardcore for some States to endure, adapt and progress, hence why Greece failed badly and had to lie about her debt to get in back in 1981 and why Southern Europe countries tend to fall behind. The EU's main fault is being too padronized, that is all, and they wanna padronize it even more, hence Brexit.

This means there will be less money in general to cover for the Common Agricultural Policy (the PAC) and all other Common European Funds that vary from Agriculture, to Industry, to Tourism, Electricity, Internet down to Transportation and Conservation (with agriculture definitely being crucial).

Yeah pretty much, it's ridiculous to do that, market supremacy degenerates into degeneracy, might aswell give it to the poor or export it to poorer countries or what not, we had to destroy almost all of our Fishing Fleet back in the 1990's cuz of the EU and we condemned hundreds of families to poverty
