Game Rank Limits (Bug?)

Hey guys,

I've noticed that if somebody sets up a game with ranks (say 0-2), that players of any rank may join. It makes sense to let spectators of any rank watch.

The problem is, players of any rank are allowed to pick countries with everybody else only if they join before the first week begins. I know they can if they're in the lobby when the game starts, and I assume they can also join while people are still picking countries too.

Yep, that's definitely a bug, thanks for noticing.
