If someone captures your capital and then places a defense line across it it becomes impossible to attack the city as any units that get close fight those in the defense line instead.

Well sooner or later you will break throught those lines, that's why they are calling "defence lines"
On the other hand, is it possible to create new one on the very next turn?

Well assuming that u have to attack a d line across a capital, one could build a d line every turn across his capital so the two made an x shape so that the opposition would only destroy one each turn. This possibly could bring the game to stalemate

Also another bug i have noticed is sometimes when people build their lines too close to the capital it will let one jump over it and attack the capital directly
