Voting topics and messages

There should be a voting system system in forum so when a player makes a joke or when someone suggest a good thing other players won't spam the topic with useless "LOLOLOL" or "support" messages. Like youtube, put "-" and "+" next to players name and how many good/bad votes he got(do same to topics).
