Why "only" premium? Because of General? Not necessarly; could be a special unit that cannot be produced and launched into game through an event in turn 1.

Idon't support this, instead of playing a strategy game, the player will be like a bounty hunter not to mention the fact that if this unit dies you also die.For example, you have built an empire with hard work and then someone finds that unit, kills it and you die..it's not fair.

Losing your capital even though you own the largest empire in the game and have enough manpower to steamroll your opponent is just as ludicrous by your logic. The only difference between this and capture capital is that this means you have an even greater chance of continuing a fight for sustained periods. Losing home country doesn't mean losing the game. Mind you both (or all) opponents would be gunning for each others generals. This takes tactics to a whole other level. Instead of just rampaging a single country until you bring down it's capital, you have to actually form a plan in order to effectively trap a general and defeat, all the while protecting your own.

Good idea
Some ways to counter this: Spread single troops around the walled general to prevent a wall next turn; Build big walls to reduce general's movement range; Dominate your enemies nearby countries so he has no reinforce to re-wall somewhere else.

You can still wall him to avoid a big escape, or simply send a bomber or stealth, which have more range than Air Transports, and you will eventually win. Another way to avoid this is by making Total Anihilation conditions a secondary way of winning, so if you just focus on escaping with your general instead of fighting, you will end up losing anyway.
