Pretty plz turn clock

Pretty obvious that people are exploiting the turn clock, changing it to 1-2 mins just before they invade another country.

I don't understand how the clock keeps changing, can someone explaine??? is it a vote or what???

I would like to create games in where you cant change things if the host dont wants. Or better, a game in where you cant change things.
