Higher Rank players in Beginners?

Whats with the amount of Higher rank players in Beginners... i thought we're following rules here?
Me or other victims often get hitted by like.... people who's rank is not eligible for Beginner now... whats the problem

Pm a moderator with proof, they aren't allowed to do that.
