Making nuclear missiles

I want a nuclear missile for my scenario. First I maxed all stats (150 att, 100 crit, 100 hp, 100 collateral), I attacked 145inf+gen all of enemy troops died and whole city got destroyed but nuclear missile was still alive. Then I reduced hp to 1 but it only kills 30-35 inf now. What should I do?

Try different number between 1-100, and then select what you think is fair-balanced.

Edit: my bad, considering how the system works, Terminal answer is the correct.

Give it 3-4 HP and it should be OK to use.
