Why does the alliance change w/o permmision

I started a casual scenario game and made it no alliance.
around a few turn it change to 3 alliance, without a voting process.
:hopeless:
I want a game with no alliance in a casual game

Wait what.
Max alliances option needs unanimous voting. I guess it works like that in casual games too.
