RESOLVED: Incorrect air transport capacity

In the upgrades menu it shows that I have both air trans capacity upgrades.

But when I go to use them in the game I can only carry 5 when it should be 6.

Air transport's initial capacity had been changed to 3. Each upgrade adds +1, so 5 is correct.
